People disagree about what neglect is. Most agree that neglect is "failure to provide for a child's basic needs". But what are a child's basic needs? Certainly food and shelter are included, but how much and what type? Is education a basic need? Supervision is a basic need, but how much and at what ages? Medical care might be a need, but how much and how often? Are sanitation and hygiene a basic need, and what exactly do those terms mean? Some children receive baths once a day, others once a week, and in some countries, because of unhealthy water conditions, children may receive few baths in their childhood. A home may have mouse droppings and roaches, and yet the children may appear to be healthy? Is this neglect?
